The PolyEval coefficient vector, in TransactCompressN order:
merkle_root, nullifier[N_IN], out_cm[N_OUT], public_asset_id, public_out
3 + N_IN + N_OUT words, 13 at 4×6: the leading words of flatten, and what hornerEval evaluates and coeffDigest absorbs. The shape is read off the input arrays.
